Lorna Regina "Loren" Bautista Legarda represents a unique figure in Philippine politics, transitioning from an award-winning broadcast journalist to a powerhouse legislator with a national and global platform. Her political career is a tapestry woven with environmental advocacy, cultural preservation, and a long record in the Senate. However, a significant chapter—her move to local politics in her ancestral province of Antique—is defined by both her triumph over an entrenched dynasty and the subsequent emergence of a new one bearing her family name.

From National Powerhouse to Local Representative

Legarda's roots in Antique, where her family—the Gellas—has a history in local governance, informed her decision to run for the Representative of the Lone District of Antique in 2019. This marked a pivotal moment in the province's political history. She successfully unseated the long-reigning Javier political dynasty, securing a massive victory and effectively ending their control over the congressional seat after more than three decades. For many Antiqueños, Legarda’s win, with her platform of bringing national programs directly to the grassroots, was seen as a decisive break from dynastic rule and the dawn of a "Golden Age."

During her three-year term as Congresswoman (2019–2022), where she also served as a House Deputy Speaker, she focused on translating her legislative work into tangible local projects, notably:

  • Culture and Heritage: She spearheaded the restoration of the Old Provincial Capitol into a cultural center, establishing the Hibla ng Lahing Filipino Gallery to promote local weaving traditions, and pushing for culture mapping in all 18 towns.

  • Green Development: She leveraged her expertise to champion the conservation of the Northwest Panay Peninsula Park and Sibalom Natural Park and ensured the local access to the People's Survival Fund for climate adaptation.

  • Livelihood and Infrastructure: She provided crucial support for Micro, Small, and Medium Enterprises (MSMEs) and oversaw significant upgrades to infrastructure, including the rehabilitation of the Antique Airport and various ports to boost connectivity and tourism.

The Emergence of a New Legarda Dynasty

Upon completing her single term as Antique's representative, Legarda returned to the national stage, successfully winning a fourth term in the Senate in 2022. This move, however, was immediately followed by her brother, Antonio Agapito "AA" Legarda Jr., running for and winning the very congressional seat she vacated.

This succession has been viewed by political observers as the start of a new, emerging dynasty in Antique. The transition of the province's lone congressional seat from one family member to another, with Senator Legarda actively campaigning for her brother's re-election, illustrates a common pattern in Philippine politics where one powerful family replaces another to maintain control over a key elective position.

The "Legarda brand" of service in Antique, which emphasizes social services, infrastructure, and green development, has effectively continued under her brother's term, ensuring a sense of continuity. However, the shift—from a veteran national politician celebrated for ending an entrenched dynastic reign to establishing her family's own local foothold—highlights the complex and often cyclical nature of political power in the Philippines.
