Kalibo mulls task force to enforce ban on rice straw burning

KALIBO, Aklan - The Sangguniang Bayan of Kalibo recently approved a resolution urging Mayor William S. Lachica to issue an Executive Order creating a task force to implement Provincial Ordinance No. 07-025 – “An Ordinance Banning the Burning of Rice Straws on the Field and Imposing Penalties for its Violation”.

 

According to the Kalibo SB, the Provincial Ordinance was passed to stop rice straw-burning, aiming to protect friendly insects which would be destroyed together with harmful ones.

 

Burning of rice straws also makes the soil acidic and contributes and destruction of the ozone layer, which lead to climate change.

 

The resolution was initiated by Kalibo SB Member Emmanuel Soviet Russia de la Cruz who said the Aklan SP has approved the ordinance yet in 1998.

 

It was noted, however, that this ordinance is not enforced because the burning of rice straws in rice fields continues up to this time.

 

The resolution was proposed by the SB in response to the request of LGU Agricultural Technologist Alice Rebuelta who stressed the need for the implementation of the ordinance because this has penal sanctions and needs to be enforced through a task force.

 

For her part, Kalibo Vice Mayor Madeline Regalado said the support of the Liga ng Mga Barangay should be strongly sought for the strict implementation of the ordinance.

 

Once Mayor Lachica issues the executive order, the Municipal Agricultural Officer (MAO) will organize the Task Force.
