9 Antique Town undertaking CBMS

SAN JOSE, Antique - The  Community Based Monitoring System (CBMS), a poverty monitoring scheme of DILG captures the multidimensional aspects of poverty like health, nutrition, housing, water and sanitation, basic education, income, employment and peace and order.

Nine towns in Antique are currently undertaking the CBMS which covers a total of four modules- data collection, data processing and poverty mapping, barangay development plan (BDP) formulation, and comprehensive development plan (CDP) formulation.

CBMS determines how poor a barangay or municipality is and identifies who and where the poor are through poverty maps as outputs, said Information Officer Judy Mae Magdato.

During the first module, enumerators, coordinators and field editors were trained to gather information at the barangay level using the CBMS APP.

Instead of the traditional paper based survey, the CBMS makes use of tablets for data collection.

In a preparatory meeting recently held at the DILG Antique Provincial Office, the municipalities of Tobias Fornier, Belison, Libertad, San Jose, Sibalom, Bugasong, Valderrama, Pandan and Culasi were given a brief orientation on the conduct of the second module on CBMS. In attendance were the MLGOOs, CBMS Focal Persons, MPDCs and Municipal Accountants.

The CBMS Module 2 training is tentatively set in December 2017 in two clusters.The first cluster is composed of the municipalities of Sibalom, Culasi, San Jose, Belison and Valderrama while the second cluster includes Tobias Fornier, Pandan, Bugasong and Patnongon.

As a requirement for Module 2, the LGU should have at least one (1) barangay completely surveyed and the data should be uploaded at the CBMS portal.

The Module 2 training will be participated by the MLGOOs, MPDCs, CBMS Focal Persons and Information Technology Officers and they will be trained on how to properly process the data collected, interpret the results, prepare poverty maps and generate a database.

The data collected can be used by the LGUs as inputs in the formulation of development plans and poverty reduction programs.
